Hi,
I have the following suggestions to lokpal drafting comittee.
1. If any politician or govt employee is proven to be involved in corruption by lokpal should not be allowed in future to contest in elections or enter into any govt. service.
2. Lokpal should have three level system (distric level, state level and central level). The corruption cases amounting upto Rs.25,00,000 should be dealt in district level. The corruption cases amounting morethan Rs.25,00,000 but less than Rs. 5 crores should be dealt at state level.The corruption cases amounting Rs.5 crores and above should be dealt in Delhi level. All the punishments should be decided only at state level lokayukta and central level lokpal. Every punishment should be approved by lokpal.
3. Corruption done before pre-lokpal may not be fare to be treated equal to post lokpal implementation. if one is proven to be involved in corruption cases of pre-lokpal implementation should be punished minimum but recovery the entire amount. No soft corner for post lokpal implemented cases.
4. Lokpal should have a sound system to tackle unorganised private sector corruption cases.

Is it possible to bring any complaint which hints at a scam which spreads across state boundaries or which exceeds certain amount to be also brought under LOkpal preview, even though it might be related to "State Govt." . I guess FBI in US follows this principle. We have a living example which has proved to be effective.

I think judiciary can be kept out of the purview of Lokpal. I guess this has already been agreed by the committee. Just wanted to extend my support to this idea. There is a good possibility that Lokpal might be misused to target judges and hence it would act as a n impediment in ensuring an independent judiciary.

Suggestion for Jan Lokpal Bill Date: 25-04-2011
Existing rule that anonymous complaints should not be entertained by CVC/SVC/Lokayukta/other govt. offices is one of the biggest facilitator of corruption and misdeeds in govt. offices. This clause guarantees safety to wrong doers, at the cost of life of whistle blowers who state their true name and address in complaints. It would be interesting to find out how name and address of complainant will make any difference to gravity and veracity of contents of complaint. There is no justification on the part of govt. to risk life of whistle blowers by knowing their names and addresses. Govt. should be more concerned about contents of complaint.
If anonymous complaints are also being looked into by Govt., it will act as a deterrent to corrupt officers/politicians and other wrong doers, to some extent. Public has wealth of information which can be developed to contain corruption. Common man has first hand experience of corruption in govt. offices. However they do not want to share at the cost of harassment or life from politicians and high ranking officers of govt.
If there is some substance indicative of corruption or wrong doings, a full fledged investigation may be ordered. Normally citizens will try to anonymously supply more proofs to substantiate complaint. He would be tracking progress of investigation through his channels in office. Resources which will be used for ensuring safety of whistle blowers, can be better utilized for preliminary enquiries of anonymous complaints. This system will encourage more whistle blowers to ‘shout’ silently, for containing corruption and wrongs in governance. He will himself guarantee his safety through anonymity of his identity, while helping the country in exposing misdeeds of govt. offices.
I therefore suggest that proposed bill should provide for inquiry of anonymous complaints by Lokpal, provided reasonable information is available in the complaint pointing towards corruption.

I don’t think paying more to Lokpal bill staffs is a good idea to make them corrupt free. May be It'll only make help to choose the job considering the salary only but not as a service. Unemployed people will consider this opportunity just as job that will gave them some money. I am a Govt. employee I am earning about 15,000 per month and I am against corruption and there’s lot of others in my pay range who thinks like me. But I can't show you a single example of corrupted free officers who are drawing salary more than in the range of 30-50 thousand.
Do you think people like Raja are corrupted because they don’t have enough money to live there life. Please don’t let the people to choose the Job for money. And don’t let the greedy people to become the part of Lokpal Bill

Leaving the Jucidiary out of Lokpal will be the biggest blunder.
In fact they should have the toughest criteria to meet!
The very fact that 'higher' judiciary wants to be left out is a signal of the dire need for active superintendence!
Being the only pillar of democracy that oversees everybody, that they should be and seen to be above board is far more importance to democracy than can be imagined.

All District Magistrate and Administrative Officer at District Level should be in Jan Lok Pal Bill. What they work and how much amount they use in public that is issued be central and state government it should be in under supervision of Jan Lok Pal Bill

Greetings,
Everything is good but may I suggest you elevated punishment.
(A) Between Rs 0 to Rs 1 Lac - 7 years in jail for bureaucrat
(B) Between 1Lac to 1 Crore - 20 years in jail for bureaucrat
(C) More than 1 Crore - life time in jail for bureaucrat
(D) Between 0 to 1 Lac - 10 years in jail for elected person ( who has more responsibility)
(E) More than 1 Lac - life time jail for elected person
(elected person includes anyone who is selected on the base of voting system)
Any citizen should be able to complaint against any Government servant to Lokpal for example local police man, employee from income tax office, employee from local manciple office, employee from any Government office or Government contractors office.
