Dear Sir/ Mam,
I find this bill a very good move against corruption , but one thing I would like to know is that what about the corrupt scientists or Professors who don't do their duties properly and used govt money in buying things for their personal use for eg. laptops etc , take commission in every purchase of equipments for the lab ,do foreign tours using project money alonf with their whole family and ask for project money from government authorities for the projects which has already been done in the labs and the data is with them , appoint people on vacant position of projects and asked them to do work on some different projects.
Can these issues be also undertaken in lokpal bill????

Pass one notification in assembly that 500 & 1000 notes discontinue within six and ask every bank to collect these notes from peoples. It make two way benefit those who have huge cash liquid will come out and IT department will caught these people easy.

Lokpal bill should contain that any govt. servant/politician is found guilty then his son/ daughter should not be given any govt. service and if any of his relation is already in any govt. service then that relative should come under strict vigilance.

My suggestions and observations for the bills are as follows-
1.What abt the persons who earned money during past 30 years by corruption.There must be some way to recognise them bcoz they enjoyed being more powerful and having too much money in their lives and effecting the society by having money and power.They must be punished now bcoz the ordinary fair people become harresed,frustated,helpless in facing such type of people.Now these kind of families are enjoying life in terms of costiles facilities in thier lives like best education,best traviling facility,best houses,best plots,best fooding,best loans from banks,best family,best marriages life etc.Now you can not imagine their children are well established due to links of their parents to corporate world.Ther must be punishment or law for such people.How much ordinary people were depressed while facing such people in the society. The diffrence between ordinary fair people and corrupt people are too much even you can not think abt it.They make properties,golds,plots in name of other people and then they take it after some days in the name of their families persons and they show that thier money is being earned by agriculture.There must be some account /audit for such people who had earned money by showoing agriculture income and agriculture income must be made taxable now . Automaticaly corruption will slow down.
2.Now question arises where is the root of corruption.Root of corruption lies in MLA,MP and Public who is having some work.We itself go to MP/MLA/IAS/PCS etc for some work which is gainst law in any office.and because MLA/MP etc have to earned votes and recognition they go for pursuing it in any Deptt and instruct officers to do so.Then corruptions started here.So we must make some rule to check it.Therefore these type of people naver say public - No this can not be done.For doing any kind of work the public pay the price to such people.I know various people who got jobs due to their links.
3.There must be rule to check corporate corruption as Various oragnsisations in India are now having one person as liasoining officer to pursue the work from Secretiate,Development sutorities,Elecricity Deptt,Jal sanasthan etc.So there must be some law against it.
4.In my view all persons of the country come under lokpall bill .It may be having all powers but combined power may be given.If all agrees then it must be ok otherwise no.
5.Where are the probabilities of corruption oin a state- Like- Development authorities where a babu\'s salary is 15,000 but he hold too many plots,Houses,Cars .Electricity where all are corrupt for making wrong bills.All state Industrial Deptt. and many more ..Educational colleges,Schools must come under law.Because they are charging too much from parents and there is no one to see it.Because they make relation with CM,IAS officers when govt changes.Similarly all doctors who are reputed they do not give bills to patients and charges 500 per candidate.
5.Why cost of living is too much.Because of less of interest of Government.Comapnies must not allowed to expand more on advt.It means that there must be some rule by the govt to comapnies to expand in the limit as govt decide for a product.It will definitly cut the cost of a product and it will cut the corruption also.

I have quary about the one year time limit of bill that what are the provisions if a case is too much complex to be solved in a year or poloce doesn't by heartly to get evidence and at d end of the day they need extention time for case ? and if extention is allowed how could you assure that they will work rightly & ll nt demand further extention.

(1)There appears to be no provision to include Chairman and Directors of Public Sector Companies especially large undertakings,which are milking cow for the ministers and it is an open secret that these positions of Chairmen and directors are secretly auctioned (ONGC,IOC,BHEL etc.)
(2) Final Selection of Lokpals should not be left to President of India. Everyone knows that we have mostly dummy presidents who sings and dance at the tune of ruling party or (the party to which they belong before becoming president). Currently, Chairmen of Public Sector companies are appointed by President and we know,it is the backyard of concerned ministry and minister for undue favours and corruption.
In my view,after Search committee identifies suitable candidates for the Lokpal, it should be referred to a panel of 3 eminent personalities known for integrity,contribution and uprightness. This panel should be formed for maximum 2 years by a group of 10 to 15 eminent judges,lawyers of high court/Supreme court( sitting or retired) and other eminent personalities,social activists known for integrity etc.
(3) Check and balances on Lokpals: A panel of eminent judges and Lawyers (sitting and/or retired) should analyse the important judgements of Various Lokpals. Based on their analysis ( Not to be made public),each member should independently rank the performance of each Lokpal. Any Lokpal getting below average performance rating by more than 30% of the panel members should be referred to the Chief Justice of India.Chief Justice of India along with 2 other senior most judges should review and take the final call. If any Lokpal gets below average rating by more than 30%of the panel members for 2 years in the previous 3 years, Chief Justice would be bound to remove such a Lokpal.

Once this bill will be passed no doubt it will prove a big boon for our fight against corruption but the proposal of keeping the judiciary out of the control of the lokpal investigation should never be accepted. Because this might hinder with the proper justice to the common people as it is a well known fact today that many of the judges and other judiciary officers are corrupt and thus, to keep them out of this bill will never solve our problem.
Also the proposal of not Merging the CBI and other investigatory bodies with lokpal is also not appropriate, as in many recent cases we have seen that several alligations n doubts has been put on the investigations of CBI .
Lastly, as the bill is for common people so to just let it to investigate few high profile cases is also not be beneficial which will prevent larger section of the society to raise their voices against the injustice done to them.

I am life member of 'National Campaign For People's Right to Informaion".A Committi Headed by Mr.Virrappa Moeli,For administrative reforms was visited Raipur on 27-09-2007.A copy of suggestions given by me to them is attached here alongwith a copy of news paper which shows some of my suggetion / concept was partialy addopted later by the Commission.
