We, Indians, find ourselves at a stage which is hopeless, miserable and offending. It is imperative to get something effective done soon to restore some faith in the system. Lokpal is one sych measure.

I fail to understand why are we stuck on modalities of the bill. The bill itself is a paradym shift, it is immaterial if PM or CJI are within the ambit of Lokpal or not !! Govt should take extra brownie points by agreeing to such demands. Once implemented, it is bound to change over time as we can't know what has been missed in the bill. So, amendments are but inevitable !! PM/CJI part can also be part of the change at any stage.

It is an excellent bill if it can actually reduce or eliminate corruption from indian soil. I really like these ideas in the bill
- idea of citizen's participating via website.
- idea to publish property statements of public servants.
- 'Recovery of loss to government'
- One month ultimatum for taking up the cases.

but i also have a few concerns.

What makes us so sure that the members of lokpal will not become corrupt? After all, the idea of lokpal itself showcases the shortcoming of our judicial system.
a) What choice does the selection panel have if all of the candidates have a 'not so clean' history?(Especially since there is a time constraint for establishing this institution). Same with the case of vigilance officers(not easy to find persons of impeccable integrity). It should not be like our general elections where people have to choose between the better of the corrupt politicians.
b) I also think a 5 year term would be too long for members. 2 or 3 years should be best.
c) I personally feel lokpal should not be given all powers against running of judiciary and Government. Otherwise it will become the most powerful institution in india and if corrupted, can be a threat to national security.

Please summarize the differences between Govt. draft and Civil Society draft. Now the fight will be on these differences and "how" these points are important for the functioning of Lokpal as well as "how" it ensures that the purpose of the lokpal is achieved. The comments should also be invited on individual points.

All the departments should have a Vigilance Cell and they should self trigger the inquiry the moment they get the complain or order against their officials etc. So, when no action is taken against the corrupt official they are accountable for inability to take action against them and liable to prosecute them.

Lokpal bill must make the following bodies accountable:
PM & PMO
All Government & Non government offices including banking sector.
Sports Body.
Defense sector.
Medical Sector

Lokpal and Lokauqt:

1. should be born in India, his/her parents should be born in India.
2. should have at least 30 (more the better) years of public life, which should be completely checkable.
3. all his financial and personal matters should be up for anyone to check.
4. personal matters too, because nothing less then the best is acceptable.
5. should resign on moral grounds if any family member does something illegal or unethical.
6. yearly voting of people on the lokapal's work.

Please make the pamphlets in all langueages of India. All citizen can\'t read hindi / english. But most of people can only read their local state language.
